monitor failure

my view sonic monitor takes 20 to 30 minutes to warm up and start functioning. The green light indicating contact with a computer blinks. and eventually becomes solid and the monitor works normally from that point.

If I turn off the computer the monitor is alright until it cools.

It sounds like a problem with capacitors in the power section.  They are failing to charge up fully when first turned on, but gradually have enough charge to make the monitor work after a while.  If you turn it off, the charge dissipates over time and you end up needing to charge it up again.
