Web authoring tool - which tool does this html look like generated this style of code?

What tool is likely to have generated this code snippets below?

the anchors have this naming convention/format which seem somewhat distinctive from most code.

the rest of the page has nothing particularly distinguishing to point to a particular authoring tool.
It doesn't appear to be DW (the headers aren't typical of DW)

anchor excerpt:

and the header is stripped down; and the indentation is wider than most tools;  so the answer may well be by-hand generation.

Hi Will,

Could you post the entire page as a code snippet with all indentation intact?  It might help us figure it out.

Also, that anchor tag is really oddball.  I've never seen anything like it.

I'd say it was generated by a Content Management System (CMS) of some sort.  There's probably a chance that it was keeping a change reference database and used anchor tags to start/end each change.

thanks, this wasn't a huge deal, just seeing if it was instantly recognizeable by someone.  (the coding style was foreign to me)
