Good afternoon!

There is no "simple" way to migrate your application to a web application but you could export the quiz questions and answers from the database and use it in online multiple-step questionnaires like the CMS system Drupal offers. You'll find Drupal here: www.drupal.org

Direct link to the Drupal questionnaire page:
http://drupal.org/node/195898

Perhaps that'll give you a start!

Too bad, I don't have MS Access installed on my system ... there are two MDB-files (nclxTest.mdb - the questionnaire, I guess ... and nclex3500.mdb with the glossary),  in the ZIP file and I guess that you'll find all quiz questions and answers in there. It's pretty simple to export data from Access into MySQL and that's a good start if you want to use PHP together with MySQL.
Hope that helps!

have never used drupal questionnaire and i don't know how it works, but it seems a good idea
converting your database to mysql is quite easy, using mysql migration tool from www.mysql.com.
migration to php is not very difficult i guess, and it should be of moderate difficulty if drupal didn't get the job done
