RewriteEngine not working

I installed Apache on my Windows XP computer. Mod Rewrite does not seem to work.  If I place the following in a directory's .htaccess file I get a 500 Internal Server Error.

                Options +FollowSymlinks
                RewriteEngine On
                RewriteCond %{REQUEST_FILENAME} !-f
                RewriteCond %{REQUEST_FILENAME} !-d
                RewriteRule ^(.*) index.php

Can you please look at my httpd.conf file (attached) and tell me what is wrong?

It's best to look at apache's error log. It's written there.
