dnsmgmt - on a server or client machines?

I'mve just started working with a web development company and I'm looking through their documentation to setup a new website (using asp.net)

One program in the documentation (Im working off a screenshot here) seems to be called dnsmgmt which shows numerous records.

When I do Start Run and type dnsmgmt I get 'windows cannot find ....'
Is this program something that runs on the networks server?
Is that why it won't run on my client machine?

Any advice appreciated

dnsmgmt.msc is a plug-in for the Management Console where a DNS server is installed.

I think that you can get this on your client machine from the 2003 Admin Pack:
