How to check what grants a user has been given in the oracle schema?

Is it schema specific? i mean i have(the use) the rights to create the table and procedures but the schema in which he wants to create the tables is not allowing to do so by saying insufficient priviledges.
Yes, grants are mostly given to specific users. If you need access to create objects under other users, then you will have to get ur DBA to grant u those required privileges and then you can create them in other schemas.
