Routing and Remote Access Error

In Windows 2000 Server, it has routing and remote access service. Now our Server has such a problem: in routing and remote access console, I cannot view or modify its property.
Even i user the domain administrator account, still the same issue.
Can I have an easy solution to make the routing and remote access service work properly? Or do I have no other choice but reinstall the system?

Does the RRAS console open?
If so, how does the console appear? Does the server name have a red dot on it, or is everything grayed out?

The console is appeared but  the server name have a red dot on it.

Usually if there is a red dot it indicates it has not been configured. If you right click on the server name you should have the option to "enable and configure routing and remote access services". This will start a wizard. You can find instructions with very good detail and screen shots of the different steps at the following link:
