Are you looking for an OCR (Optical Character recogntion) algorithm to convert scanned text (image) to text?

Check out http://alterlife.org/asciiartist/ ("Alternates ASCII Artist - Image to ASCII Art converter"), it comes with full source code:

Alternates ASCII Artist is an ASCII Art Generator - an open-source C++ program that can help you convert an image into a plain text file that resembles the image used to create it.

OCR character recognition, IMO that's not what you want (if I understood you right). Just take a look at http://alterlife.org/asciiartist/ and see if that is what you meant.

So you want to read the text on an image? Then take a look at http://www.codeproject.com/KB/recipes/OCRwithMODI.aspx ("OCR With MODI in Visual C++")
