Windows Movie Maker: Windows cannot open this program because it has been prevented by a software restriction policy.

For some reason I cannot open Windows Movie Maker getting the following message: Windows cannot open this program because it has been prevented by a software restriction policy. I have tried using the domain administrator account along with the local administrator account. I have no software policies in place. I have scanned for virus's etc.. and have none. Any ideas?

You either have group policy restriction or registry restriction.  Go to Start > Run > type gpedit.msc > User Configuration > Administrative Templates > Windows Movie Maker.  Look to the right to see if this policy is configured.  If it says Enabled, right click and choose Not Configured.
