how can i tell if port 446 is open in my network?

Your wanting to know if its open on a particular server? Or if your router/firewall is blocking it?

One easy way, would be to do a portscan using something like Nmap.

nmap is a program that is usually installed by default on *nix PC's.

They do have a windows version
http://insecure.org/

If your testing this on windows then you might try something simpler for you like:
http://www.radmin.com/products/utilities/portscanner.php

However, I do prefer nmap.
