windows 2003 small business domain security settings

I need to set a domain security policy so certain control panel icons are locked out from users. We are running windows 2003 small business server. Can someone provide steps as I don't see anything easy in the domain security policy area.

You can set Group Policy to achieve this:
User Configuration\Administrative Templates\Control Panel

with your solution I have to go to every workstation ? Because I don't see these options in the domain security policy on the server.
