Email NDR Issue

I am having an issue where about 5 of our 500+ users are intermitently having problems receiving emails from external senders.

The ndr is:
A configuration error in the e-mail system caused the message to bounce between two servers or to be forwarded between two recipients.  Contact your administrator.

We have an exchange 2000 SP3 server cluster on windows 2000 advanced server.
We also have a legacy windows 2000 SP3 server which is acting as a public folder store and services all mail flow in and out of the organisation.

These messages are arriving about 10 times a day and so far I cannot find any similarities between the failed messages.

Has anyone any ideas or troubleshooting techniques that I can use to get to the bottom of this.

Thanks I had seen that error when referring to external recipients.  These recipients are internal?
any other ideas anyone???
