Control Panel Short Cut?

I know a few usefull shortcuts for snap-ins including that are usefull when doing a runas at the command line however I can never get it to work for the control pane even when doing it via the GUI.

When I do a DIR under System32 I can see an exe named CONTROL.EXE but when I run it or double click o it nothing pops up but also does not give me an error.

Does anyone know how I can get in this snap in to add/remove programs via the control panel without logging off and on again under an admin account?

The control panel itself can't be done that I know of.  The applets can be:

The Control panel runs under the explorer.exe as a new thread thus you can't.   You need to use the run as with the individual components as indicated in the links above.
