The business wants us to set a limit on how many emails can be sent or relayed by any one particular address

We just had a developer who had a piece of code that when it failed sent out an internal email notification. The problem is that this process looped and so it caused a DDOS on our internal Exchange 2003 front end server. The business wants us to set a limit on how many emails can be sent or relayed by any one particular address. Its been a while since I did this in 2003 so do you have any suggestions on how to accomplish this

Click on your Exchange org, Global Settings, Message Delivery, Defaults, then set Receipient Limits.

But changing the recipient limits in the global settings will affect everyone in the whole organization? is there a way to set it for the one user? that will work so I'm hooking you up with the points... Thanks.
