How to get windows to stop thinking files are being used by another program?????

I am so fed up with win xp constantly refusing to delete files because it says files are being used by another program. I KNOW for a fact that files are not being used, but I constantly run itno this issue and it's just grinding my patience.

I right click > Properties, and make sure it is not set to archive or read-only, but often that still doesn't help. Sometimes, even restarting doesn't help. I imported some MOV files from my nikon a couple of nights ago. 1GB worth of files that have been converted to another format. I want to delete them to save the space but windows refuses to do so.

This issue is not drive-specific. I can't see any pattern to them. Just out of the blue, XP decides some files don't deserve to die, like something out of the Matrix, it seems.

Is there a way to reduce or eliminate these error msgs and delete something if I want to or even if they are being used?
