Message Templates - Best way to do this in Outlook?

I have a customer that wants to have templates for his employees in Outlook 2003.  If they are sending out a certain type of e-mail, for instance a request for proposal, he wants the employees to be able to load a template and just fill in the blanks so that all of their customers get the exact same document for consistency sake.  What would be the best way to do this?  I know he could have a Word document and then copy and paste, it seems there should be a better / more efficient way though!
