Outllok web Logon Popup windows always comes up when on LAN or VPN

I have an Exchange 2007 backend and Outlook 2003 clients and we are testsing Outlook 2007.  After a logon to the nework and launching Outlook 2007, the user gets a prompt to logon by the Outlook Anywhere server.  You can cancel this out and Outlook launches fine or enter the password and save it, but this doesn;t solve the issue as it would mask other problems like when the password changes.
I only see this on Outlook 2007 clients.  Also the Outlook Anywhere feature is not checked off on the client.

What are the connection settings for the account?
Tools>Account Settings>Dbl Click Account Under email>More Settings>Under General > Under "When Starting"
Also settings under connection Tab?

Almost sounds like the user is being logged on locally rather than onto the domain.
No we are being prompted by our Outllook Anywhere server for credentails.  All you have to do is cancel.  The "Need password" appears in the lower right hand corner of Outlook
