Change hosts file location on XP

I'm trying to change the location of our hosts file as some users need to swap their hosts files periodically to aide with CMS authoring yet I don't want them to have Admin rights on their machine.  Admin rights are required to swap hosts files located at C:\WINDOWS\system32\drivers\etc

I tried changing my hosts file using the registry setting:
HKEY_LOCAL_MACHINE\System\Current Control Set\Services\Tcpip\Parameters\DataBasePath

where DataBasePath = C:\hosts

but my hosts file changes aren't picked up by IE.  I restarted my machine.   Please advise

Does the same occur for Firefox? Try this in an alternate browse, other than IE - and check if the behaviour is the same.
If you create a new user account - does the same thing happen for that?

Yes, same thing in different browsers. I haven't tried creating a new user account.  You mean a new Active Directory user account?
