Adjust the default page setup margins for printing

I have a client with multiple user RDP to terminal server. One user requires printing ability from IE7 and needs to adjust the margins down to 2.5mm for a specific form print. defaults are at 4mm and will allow lower margins.
I could do this in IE6 but seven won't let me.
I found the registry settings to control this but it always defaults back when I log off.
It is a windows 2003 STD server and I have GPO's configured for security and lock down on some features. I created a ADM from the reg settings but it gave me grief and cuased the server to crash as it is classified as a managable configuration.

Can I create a silent registry edit to run when this user logs in to the terminal server to edit is HK_Current_user settings. I need it to run and not ask for permission to edit the registry.
Is there another way
