Permissions for different default groups / users - what does the role SQLAdmin get you?

we're getting a SQL developer in to set up a SQL database on our SBS 2003 R2 Premium machine.  he is asking for SQL admin permissions and I am trying to find a list / table that details what that includes, compared to local admin and or domain admin, so I can show my boss.

I am coming up empty.  Any advice?

It means he wants to be God on the SQL Server.
To clarify sysadmin is a SQL Server role that allows you to do anything in SQL Server.  See here from BOL
