search results produce long url to big for browsers

We developed a search engine to search a MLS with an area but then to allow our client to subtract the subdivision that do not belong in that are with the NOT command.  It doesn't work when you create a search with 20 subdivisions to exclude because the URL is too long.   It does work if the URL is under 2083 characters. He wans the search results to produce a URL that will work. We are using POST but we are at a loss as to how to accomplish this?  He needs the URL to paste into his website as a link to show his custom search results to his clients. He refuses to use tinyurl to make it a shorter link so it will work. What to do? Is it possible to auto generate a shorter URL?
