Print Operator group is assuming some administrator privileges in terminal services

My MS Server 2003 terminal server allows any user that is a member of the Print Operators group to have the ability to shutdown the server instead of getting the disconnect selection in an RDP session.
As soon as I remove them from the Print Operators group the RDP connection goes back to normal.
Normally I thought the administrators group had the shutdown privilege.
Also, the Print Operators group is not a member of any other group.
