Oracle Enterprise Single Sign-On - can't synchronize using file system synch

I am trying to setup the Oracle (actually made by Passlogix) Enterprise Single Sign-On Suite.  I can set it up locally on a machine without any problem.  However, since I need to deploy it across my organization I have to pre-configure the installer to use a network share to synchronize the custom configuration with all of the locally installed SSO agent applications.  Our environment:  Oracle 10g and 11i, Windows 2003 server domain, desktops running Windows XP SP2.  My level:  I'm on Helpdesk, with no real Oracle development/administration experience, and we don't have much SSO expertise here for me to draw on.  

If you're familiar with this product, you will know that there is an Admin console you use to pre-configure what applications are to be used with SSO.  You also configure the synchronization, most importantly by indicating the location of the network share.  Then you use the Admin console to create a customized .MSI installer.  You use that customized installer to install the agent software on all the client computers on the network.  If done properly, the agent is supposed to connect to the network share to pick up the initial configuration (and any changes) that are setup through the admin console.  That's it, pretty simple (even for me), pretty logical.  The problem is that I've follwed the documentation to the letter and I even got a bit creative after that didn't work.  For the life of me, I just can't get the agents to pick up the configuration from the file share.

I've checked with our system administrator that I've setup the file share correctly on the network and he says I have (it's just a single folder shared to Everyone / Domain Users with Full Control on both the sharing and security tabs).  

In the admin console, the synchronization (and all other customizations) is setup using a series of customized registry keys.  There is a key called Synchronization where you create a synchronizer.  All you do is supply the UNC path, a domain administrator's username and password, and click OK.   That's basically as far as I can get.  I push that out to a client computer and run it, selecting the optional Synchronization Manager add-in during the installation.  The software seems to run in  standalone mode after that however and does not synchronize with the config files placed in the network share by the admin console.  That's where I'm stuck.

Is there anyone who has installed Oracle / Passlogix Enterprise Single Sign-On that may be able to help?  If you need any additional information, please let me know.

Thank you guys!  I am going to try these out as you describe and I will report back the results in a few days.  FYI - I was trying to do a file system synch as opposed to using Oracle Database as the synchronization repository just to keep things simpler, but what the heck I'll try it with Oracle Database as the repository and if that works then that's what I'll use.
