Spam Control Settings- Message rejected due to content restrictions from gmail accounts, etc


I have seen a few posts on the following error, but cant really follow along as I am new to exchange.
We are using Exchange 2007. I have my Content Filtering SCL's Actions set for:
Delete messages w/ SCL >= 9
Reject messages w/ SCL >= 3
Quarantine w/ SCL >= 2

This seems to block most all our junk mail.

I know if I loosen the SCL ratings, that we can get mail from the following domains:,, etc. But then we get junk mail.

Is there another setting I can configure? I dont see any "Domain Allow List" option. We are using Anti-spam in the HUB Transport. We do NOT have an edge subscription. We are also using a trial of Microsoft Forefront Security for Exchange...

When a user from one of these domains sends us a normal mail, they get a:
MAIL DELIVERY SUBSYSTEM message with the Subject of Delivery Status Notification Failure...

Can you be more specific?
How is your SCL's set up exactly:
Delete messages w/ SCL >= ??
Reject messages w/ SCL >= ??
Quarantine w/ SCL >= ??

The only one that lets through the domains I want is settings as
Delete messages w/ SCL >= 9
Reject messages w/ SCL >= 7
Quarantine w/ SCL >= 3

But then of course, we get alot of SPAM
No delete, just as my previous post
