Loopback Interface

One of our switches which only handles phones has a loopback interface configured with an IP. I am connecting another switch to this one for access on a different floor and i wanted to know why the loopback address would be set, what exactly it does, and should i set a loopback on the other switch with a different IP???

 here is the info on the current switch

Interface Loopback1
  ip address 10.3.4.200
  ip broadcast-address 10.3.4.255
