Unable to view Free/Busy of other users in Outlook 2003

We have exchange server 2003 cluster and it was shutdown due to a power outage over the weekend. Then it was turned back on. Everything looks fine. But then we found that users were unable to view the availability of others in meeting request of Outlook 2003. We have tried to a few troubleshooting steps but still without luck.
1. Restarted Information Store service.
2. Reset storage group
3. Reset public folder in system folder according to MS support doc.

Up to now, we have no clue on next action and would be appreciated if anyone could provide information.

Thanks!
After trying, it was still failed. We had an error saying "unable to clean your free/busy information in the server". Also, tried another parameter "outlook.exe /cleanschedplus" and still failed.

any ideas?

There was no error after running "outlook.exe /cleanschedplus"  but just we still were unablle to see the availability of Free/busy in Outlook.

It looks like I am in a wrong place. Could someone please let me know how I can re-driect my question to Exchange server instead of email clinet?

Thanks for the info.
Let me share what we have done and looks like the issue being resolved. Go to system manager and look into parent domain - PARENT. Then go to public folder, right-click on it and select "View Public Folder". Go the "Schedule+ Free Busy" and expand it. Select the OU which is under child domain - CHILD but did not see our server name. When we go to the same OU under PARENT, we find our server is there. After that, we manually added our server under the OU CHILD. After it replicates for some time. the schedule+ free busy OU appears in Public Folder under our server.
Untlil now, 80% of users are able to view the Free/busy in outlook. For some cases, we have to go to the user and manually kick-off the free/busy option in their outlook.
From above action, it did not require to restart either the IS service or the server itself.
