How do I combine multiple Windows Device CALs onto a single server, and what is best practice for using a combination of Device and User CALs?

I have assumed the responsibility of Windows Server licensing at my company, and have inherited a nearly unmanageable licensing setup. I am being leaned on heavily to get this figured out.
The License Details on our eOpen site show that over the years we have purchased a total of 165 Device CALs and 55 User CALs. (They were purchased at different times and in different increments). I am quite familiar with the difference between Device and User CALs and how they are used, so I do not need clarification on that.
Here is the problem: We have about 20 servers. 5 of them are licensed in "Per Server" mode and only one server is set up in "Per Device/User" mode. The five servers that are in "Per Server" mode show varying numbers of concurrent connections: 80, 80, 50, 40, 30. I want to switch these all over and begin using them in Per Device/User mode. Is there a way to consolidate all of these CALs to one server? Or will all of the devices in my company be licensed correctly if I leave the CALs spread out between 6 computers?
Also, how would that work since we have purchased both Device and User CALs?
As if there weren't enough pieces to the puzzle, two of the five servers that are in "Per Server" mode are "pointing" to the one server that is in "Per Device/User" mode. What I mean by "pointing" is that, when you go into Licensing on those servers and click on the "Server Browser" tab, they are showing the server that is in "Per Device/User" mode. The other three servers that are in "Per Server" all of the other "Per Server" mode servers, (including the two I just spoke of) when I click on the "Server Browser" tab.
None of this is making any sense to me. I appreciate your help in advance.

Thank you for the link. Unfortunately, my question goes beyond just HOW to change them from Per Server to Per Device/User. I do know HOW to change them, but since I have all of the CALs spread out over multiple servers, I need to know if I have to combine them onto one, or if it's OK if I leave them spread out. Plus the other items I mentioned in the question.
