Outlook 2003 will not completely uninstall

I upgraded from Outlook 03 to 07. I have one machine that everytime you open Outlook you get an error message "The file exsec32.dll is incompatable with outlook. Then it says it is installing Outlook 03. I have uninstalled 03, cleaned the registry, removed Outlook 07 and reinstalled. Still get the error. Please does anyone know how I can fix this?

I have installed and ran the utility. Whenevfer I reboot the machine it goes and tries to reinstall either outlook 03 or Office XP. You can go in to Outlook 07 and see mail messages but you can not reply or forward. I have even used regedit to remove all registry keys associated with 03 and xp. At this point all I have been able to do is tell them not to turn off the machine. Can you think of anything else to try.
Some program is interfering with Outlook 2003 and not letting it fully uninstall.  

Reiinstall Outlook 2003 in same directory.  Then boot up to Safe Mode. There uninstall Outlook 2003.
