Does anyone have any suggestions?

I am running Trend Micro ScanMail for Exchange on a fresh install SBS2003 Server, have got the same setup with many clients and I have never come across this.

This is an extremely urgent problem for me and I need a fix faster than ever!

I think, but i am not entirly sure, that it is an error on their side not yours, That email address is tied to South Africa, and they use Web Africa if I am not mistaken, and they only get an alloted amount of messages per hour. I could be wrong...
That is not an Exchange message.
Does it happen with ALL email? If it does, are you sending email via an ISPs server?

Yes we forward the mail through a smart host as we have dynamic adsl in SA.

No this does not happen with all mail, so do you think these are recipient ISP policies?

it certainly sounds like it is an upstream problem -  there is no way to limit the number of outbound messages per time period in Exchange
Something that is confusing is where is this #5.7.1 smtp;554 5.7.1 error code coming from if it is not an exchange problem. Do you think this could be Trend ScanMail that is doing it?

However I would investigate the configuration and event/error logs on your ScanMail machine
If it was happening to ALL email then I would say that the problem was with your ISP. The fact that it isn't would tend to indicate the problem is elsewhere. Have you cut off part of the NDR that shows which server generated the message?

I don't think the problem is with your AV software.

No didn't cut off part of the message, and no server is mentioned in the message.

This is puzzling. I have spoken to the ISP, but they also say what you say that all email would have the same problem.

What is frustrating is this is a reinstallation of my clients server, and I have copied the settings exactly to the previous installation.
