group policy not working

I am trying to use Group policy to change the local machine passwords across our network.
i have a small .bat file (NET USER Administrator %1) that i have applied to a new gp within AD and have set a password under the parameters.
i have added the machine to the test ou and linked it to the gpo
under that gpo i have added the test machine to the security filtering section on the scope tab to test the policy against.
when i shutdown and reboot the test machine the policy is not applied.
the password does meet the pw requirements

They both would do the trick, but i would like to be able to apply it across the network without having to type in every machine name.
