battery no longer working & clock is screwy

I have a Dell Inspiron 700m laptop that is around 2 years old.  The battery stopped working a few weeks ago.  I originally thought the problem was a bad battery, so I bought a second battery, but that one doesn't work either.  Here is how the problem started:  After the leaving battery in and the a/c plug connected for several (thus I should have a full charge), I unplug the a/c cable and immediately get a warning saying the battery power is extremely low.  I get maybe 5-10 minutes of use before the laptop dies.  This happened intermittently at first -- sometimes I would unplug the a/c cable and the battery would show up as fully charged, other times the battery would be almost drained.  Now, however, the battery is almost always running on empty, though occasionally it will hold a charge.

Also, shortly after the battery went on the fritz, my clock started displaying the wrong time (the time was always hours or even days behind the current time).  At first I thought it was simply that the time stopped running when the computer was shut down, but I notice that the time also seems to stall when the computer is running but I'm not doing anything (i.e. if I leave the computer on overnight).

If your proposed solution involves a hardware fix, I would appreciate if you could give me a ballpark estimate of the cost of the fix, as I may simply sell the laptop for parts if the repair cost is prohibitive.

Does that also explain the problem I am having with the main battery?
the main battery could be bad also. you might try looking at dell's site to see if trhere is a way to calibrate the battery.. you might have to use 3rd party software. if that doesn't work, ther eis a good chance the battery is bad. I believe the average life of a notbook battery is 1-2 years.
