Electronic Letterhead using Word

I've inherited something that's causing my users' headaches.

Our company letterhead is designed in Illustrator with images and text along the top, left side, and bottom, full bleed.  For printed letterhead, no problem.

To have an electronic version online for folks to use, we've saved the image  as a PNG and inserted into Word. The first page of the letterhead is different than second like usual.

A text box was created that lays on top of the image for users to type in. They hate that feature. They can't track changes within the text box and because the image of the letterhead takes up the entire page, Header and Footer can't be used.

How do we create a Word doc that has the image of the letterhead sitting there locked down? Using a Master doc doesn't seem to fit the bill  and restricting editing of the doc won't work either, as we want them to be able to add text as they please... just not be able to delete or move the image of the letterhead around.

apply the image of the letterhead as a background. you can then type on top of the image, and this will prevent it from being moved around

Thank you very much! Truly appreciated.
I am now trying to implement the proposed solution with a multiple page letterhead and find that Word won't let me have different backgrounds in the same document... so the solution works and yet doesn't work.... any other ideas? Thanks
