Exchange Mailbox & Store Sizes

I have been tasked with finding "proof" that if our current sloppy housekeeping habits continue, we are heading for email heartbreak.  I need to have it from an expert,  if we allow our mailbox sizes to continue to grow at this rapid rate, are we looking at potential corruption of mailboxes and/or stores?  Or is it just going to be inconvenient.

Exchange 2003 - sp2 Clustered;  Info stores are on NAS   (DB currently 259 GB with 16.1 GB free)
standard limit for all non-execs is warning at 300mb and prohibit send at 325mb
execs have no limit    (anyone with a door is considered exec.  There are 22 that are above 1.5gb)
Public folders have no limits
"service type accounts" (which means any mailbox someone needed beyond their personal mailbox) have no limits
administrative assistant to execs who call and name drop, have no limit

Archiving is encoruraged -- PST folders have been createed on the network so users have immediate access to them.    Every day there are calls to the service desk about Outlook being slow to respond or Outlook has a message but it isn't on my BlackBerry yet.

I'm aware that throwing more disk space at it is a solution - but I'm concerned at the amount of time/media that will take for backups.  

Seriously, are we worrying for nothing?  What are the odds that one rougue email box could corrupt an entire store?  (Can we threaten with 'your corrupt mailbox could cause us all to be without mail?")    And what happens when a store of significant size becomes corrupt?

Wow - I've been worried about the stores and you're telling me I should be more concerned with the PSTs that we've encouraged? Oy!
For the record, we do have Enterprise version of Exchange and there are 7 information stores.  We have a third party program called Extender, but have not used it to its ability (yet)
