Client with Private Key

I set up an SFTP site on a Client A's server using SSHWindows.  Client B, who is planning on sending data to Client A via SFTP just sent me an email stating he would send me his public key.  This seems backwards.  As I see it, the SFTP server generates a private / public key combo.  The client then connects with the correct credentials and in the process gets the public key.  The client then encrypts using the public key and the server decrypts with the private.  Is this generally correct.  If so, is it possible to "flip" this process and set the SFTP server up with the public key?
