IE Download Problem

I have the following code, FireFox is openeing a "file save as dialogue" but IE is not. IE just writes the data on the page. How can i make IE to show save as dialogue.

Response.ContentType = "text/x-vCalendar";
Response.AddHeader("Content-Disposition", "filename=Event.vcs;"); //file name should be without the spaces
Response.Write(str); //v-calendar format string

Here is my current Header and on my this test page i am not using any doctype.

<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">
<title>New Page 1</title>
<meta name="GENERATOR" content="Microsoft FrontPage 6.0">
<meta name="ProgId" content="FrontPage.Editor.Document">

First link is using javascript and works with a file. I dont have a file, just string content. If i have a file then i have much better and cleaner way of doing downloads. If you look at my header code, i am using content-disposition and specifying the file name it. After that i just dump my string and FF is listening tot he instructions properly but IE is not.

The other 2 links are explaining a different issue.
