Mail Icon in Control Panel

I am trying to repair the "mail" icon in my control panel.  I have a valid "mlcfg32.cpl" file that I can click "open with control panel" (right click option) and access the profiles, etc.  The icon in the control panel was not there, I added TweakUI and the icon came back, but it does not have a name under it and nothing happens when it is double clicked.

Current good file location is:

C:\Program Files\Common Files\System\MSMAPI\1033\mlcfg32.cpl

All other control panel applets function normally.  I have attached a text file export of the HKLM control panel folder.

Have you tried copying this file (mlcfg32.cpl) from the above location to C:\Windows\system32 ?

Yes.  It has no effect, but I will try again.
I tried again.  No effect.  THe Icon is still there with no text name under it and it does not open when clicked.

I do not have my XP CD on hand to do the scan, but will try tomorrow while at the office.
