Group policy Replication

I have a question about the Sites and Services snap-in for Windows Server 2003.  Specifically around setting the COST and REPLICATE EVERY settings.  I understand how to setup subnets and site links, and I understand that over slow links you would not want clients to refresh GP as often as over a LAN.  But what is the COST setting for and what are some examples of usage?  Is the REPLICATE EVERY setting as strait forward as it seems.  Just enter a higher number for replication to occur less often?  If that is true it looks like I have a good grasp of the REPLICATE EVERY setting, but what is COST?  The amount of bandwidth to use maybe?  Please someone enlighten me..  Thanks.

This would be if you had another site as a kind of "fail over"?

Yes, essentially - if multiple links are available then the least cost option is used. If there is only one link then it is used whatever the cost.
Do site links effect replication traffic for servers/clients contained in the same site?
