Inno Setup: creating desktop icon with a parameter?

Hi!

I am attempting to create a desktop icon that will run PROGRAM.exe followed by the config file CONFIG.txt using Inno Setup 5.1.11
It will run PROGRAM just fine, but when I try and add an option to it, it gives an error
Mismatched or misplaced quotes on parameter "Filename"

[Icons]
Name: "{commondesktop}\2008Program"; Filename: "{app}\PROGRAM.exe"" ""{app}\CONFIG.TXT"; Tasks: desktopicon


Does anyone know what the correct syntax is to fix this?  (or can icons not have options?)

(I also tried this but it read it as one line, not a program and then options)
Name: "{commondesktop}\2008Program"; Filename: "{app}\PROGRAM.exe {app}\CONFIG.TXT"; Tasks: desktopicon

Idealy the resulting shortcut would have
"{app}\PROGRAM.exe" "{app}\CONFIG.TXT"
(which translates to)
"c:\Program Files\TEST\PROGRAM.exe" "c:\Program Files\TEST\CONFIG.TXT"

The syntax has changed quite a bit, but upgrading does seem to have made a difference.  Thank you!
