When adding user in Active Directory Services mailbox isn't being created in Exchange (different server) after migration.

We recently migrated to Windows 2003 Server and ever since after adding new users in Active Directory mailboxes aren't being created automatically on the Exchange 2003 server (different server).  There are trusts setup between the servers, and they are in the same domain.  Everything else works fine, mail is being stored as its supposed to.  LDAP between the DC and Exchange is ok.  

Any ideas?

you need to either open the mailbox in queston with outlook - or send a piece of mail to it to initialize it

until you do one or the other the mailbox does not exist on the server

Where is the Exchange System Management Tools?
You install them the same way you install exchange - from the installation media - just choose the administration tools only
