Open Mailbox of Other User in Outlook 2007?

I would like to be able to view another users mailbox in my folder list in Outlook 2007. I know I can go to File-Open-Other USers Folder, however I do not want to do this. In 2003 I was able to add that users mailbox in tools-email accounts-advanced, however when I add the users mailbox (which I have full permission to) it shows up in my folder list except I get the following error when i click on the folder to actually view it "Cannot display the folder. Microsoft Office Outlook cannot access the specified folder location" and If I double click on it I get  and explamation with "cannot expand the folder". Is this possible to do this way still in outlook 07 because it doesnt seem to work the way it does in 2003. Thanks!

Yes I did all that the same way I used to in 2003 and everytime I seem to get the error messages which is why I thought maybe there was  different way to do this. I attached a file to view the error I get.

I also have given owner access to myself for the persons inbox so all relevent permissions should be there already.

Ok so I got to the properties menu of the inbox and look for the permission "Full Mailbox Access" but do not see that as an option.....I have owner, contributor etc. Is there another spot I should see that particulor permission?

OK is this to be done in active directory or in exchange? We are using Exchange 2007 and that tab is not available nor is it available in active directory even if I enable advanced features. Please be very specific..this is my first time doing this and I do not see these options.
Would have helped if you had stated that this was Exchange 2007. I don't see any reference to Exchange 2007 anywhere in your posting at all.

The location is different in Exchange 2007. If you are using Exchange 2007 SP1 (if not, why not) then the permission is set in EMC, under recipient configuration. In the Action Pane on the right is Manage Full Access permission.
If you are using Exchange 2007 without SP1 then it is powershell.

Sorry for not stating we were using Exchange 07.....I put outlook 07 but did not reference exchange. Here is my screen shot of what I see...the "Manage Full Access Permissions" is not there and we are using SP2 on exchange server.

Not referring to WINDOWS Service Pack, but EXCHANGE service pack. From that screen shot you are using Exchange 2007 RTM. Service Pack the server and you will have the options available to you.

Otherwise it will be Powershell and the command

Add-MailboxPermission mailboxname -AccessRights FullAccess -user accountname
