HP 7310 all-in-one does not receive faxes when answering machine is used

I have an HP 7310 all-in-one in a home with a single phone line.  The client wishes to have the fax pickup when there is an incoming fax and have the answering machine pickup at all other times.

No matter what we try, the fax machine will not pickup if the answering machine is in place.  We've tried a 5 second delay prior to generating the voice message on the answering machine to no avail (as in, there is 5 seconds of silence on the answering machine so that the 7310 may 'eavesdrop' and pickup the incoming fax).

We've tried elimination of splitters in the phone lines with no luck either (it's a small apartment which had many things to connect to their phone service).

I've read about the use of a TAM (telephone answering machine) but I cannot determine if this is part of the 7310 or if it is a separate device.

Client has DSL for internet and, again, a single phone line for the home.

Anyway, if anyone could point me toward finding some steps it would be greatly appreciated.

The answering machine is a physical device.

I will check on what the phone company provides -- I'm sure they provide such.  I prefer that in situations like this so that the client can determine if it's a person calling or if a fax is incoming.  The truth - the client is not wanting to spend extra funds for such.  Further, they have repeatedly told me that 'it worked before!'

If you think the distintive ring is the only way, then I'll push it.  I must admit that I want to prove/disprove whether or not it should work in the sceario it's in today.  Obviously it's not working (as I'm asking for help), but do you know the manner in which everything should be connected?

And do splitters really make a difference in the fax system's ability to work properly?

Update: still working on a solution for this.  Client claims it was 'working before' on a single phone line without issues.  Currently pursuing the phone provider to get them onsite for testing of line 'noise.

If I need to close the issue, please advise.

Client seems to have disappeared.  Thus no tested resolution.

Apologies for that and thanks for the input.
Split the points as I didn't know what to do.  Was unable to find complete resolution as the client/owner of the unit with the issue is not reachable to test the solutions.
