HTTP 401.3 Error Message when trying to access Companyweb remotely

As the admin, I can access my Companyweb from any remote location and from within my office while on the network.  However, no one else on my staff can access the intranet site.  I thought it had something to do with enabling Sharepoint Services but when I ran the repair email & internet wizard, Sharepoint was already selected.  I'm running SBS 2003 with all the updates completed as of today.  The users trying to access are members of the Mobile user group, Domain user group, and Remote Web Workplace user group. I've tried to compare my user settings as the Administrator versus these users but outside of Admin privileges, I don't see anything out of line.  I know this is a simple solution becuase I had it running fine until my server crashed and I had to rebuild it from ground up.  Your help is appreciated.

When a user tries to access it do they get a login prompt?
In companyweb check that the each user has been added to the access list. I believe this is in site settings and manage users.

they do get a login prompt but after entering user id and password, it seems to go into a loop twice and then comes up with the error message.  all users from my network have been listed on the users for companyweb.
