Registry Key to Turn Off the address bar for Control Panel

I'm trying to eliminate the address bar when you open My Computer, Control panel etc. I'm trying to do it for a secific user not for a group so I'm think a registry change is more correct than the GP. Does anyone know the correct registry key to lock this out or do you have another suggestion for doing this.

Thanks

That posting seems to be related specifically to Windows 98, not XP. The registry entries are not the same. Any other suggestions?
Apologies  from http://www.pctools.com/guides/registry/detail/1111/

Open your registry and find the key below. Create the key if it does not already exist.

Create a new DWORD value based on the options below, and set the new value to equal "1" to enable the restriction or "0" to disable the restriction.

NoToolbarOptions - Disable the ability to change toolbar selection.
NoAddressBar - Disable the address bar.
NoToolBar - Disable the tool bar.
NoLinksBar - Disable the links bar.

User Key: [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Toolbars\
Restrictions]
System Key: [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\
Toolbars\Restrictions]
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disable restriction, 1 = enable restriction)
