How to Avoid Access File Lock on a Network Shared drive

I am running a MS Access 2003 DB on a share drive with a few users having access. This DB
is split but does not have user accounts because only these users have access to this drive.  When a user opens the DB, it creates a lock file that prevents others to access the same DB file. Is there anyway to allow these users to access the DB  concurrently without it being locked? If so, can some show me steps that I can take to remediate this issue?

If the database is open and some one tries to open it, an error is generated saying, " You can not access the database, it is locked by some one else"
