Relaying Denied Error

After a reboot of a Windows SBS 2003 server a user with an 2nd email domain configured in recipient policy can no longer send email.  The message is "There was a SMTP communication problem with the recipient's email server.  Please contact your system administrator."  as well as a "#5.5.0 smtp;554 Relaying denied for" message.  I have restarted again, removed (then restarted) and then re-added 2nd domain in recipient policy.  Users with the default domain SMTP domain can send no problem.

Yes NDR by Exchange Server.

This problem was caused by outsourced spam filtering.  Problem solved.

The NDR did come from the Exchange server.  We are using a smarthost but no indication from the bounce that the attempt was being denied by the provider.
