What is the fastest way to move mailboxes from one 2007 server to another?

We were sold a bad hardware configured server by a vendor which has been fired.  Now we need to migrate all the mailboxes off of the existing box onto a well configured hardware solution.  The problem is there are currently 130GB mailboxes on the server and our preliminary testing shows our throughput at 9.2MB/Min from working mailbox cobnfigured on the original server to same mailbox on the new server.  We do not have a SAN.

What is the _fastest_ way to get our mailboxes working on the new machine?

Transfering mailboxes using the wizard is how we came up with the benchmark.  I agree using a redirect restore is the fastest way to data there.  Can I just restore the mailboxes or do I have to restore all of Exchange 2007?
