Tracking and Accountability from common exchange mailboxes

I followed an article to create a mailbox that multiple users can access.  The issue is how can I account for who has read what email and handled it as well as who is the person that sent an email from the common mailbox.

I don't want to start a system were people are going to start blaming each other for work that wasn't done.

If it is an honor system, then I don't think I will be able to implement it for industry compliance reasons.

Tracking for only a particular mailbox is not possible. But it is possible to track all the mailboxes on the Exchange server. If you want to do so then refer the article:

This mailbox is a common mailbox that will be used by a group of people, like a support@domain.com.

I need to be able to make sure that all staff who use this mailbox are accountable for any email that they open.  I don't want someone opening an email that then forgetting that they opened it and everyone else in the department assume its handled because it has already been opened.

These people will have the mailboxes open all day.  

Do you know of a good program with that level?
