Yes, most free web based email servers has this feature.

For example, I use gmail to access my work email out from the office (gmail lighter than the Lotus Notes web interface)

Just create a gmail account, go to settings \ accounts \ Get mail from other accounts and add you email account. It supports pop3 and I beleive Imap too.

I dont think I fully understand what are you trying to accomplish.

I dont think you can redownload it from gmail, but never trying so dont know for suer. But, why dont you get it directly from your mail server with outlook?

almost every pop3 client has that option, gmail does (behaves like a regular pop3 client), also outlook.
