Thinkpad T60 Beeps 4 times then Shuts down...No Video No Bios

I have an IBM thinkpad that Beeps 4 times and then does nothing. No Video...No bios. I press and hold the power button. The lights turn off, then restarts with the same beeps.
I have tried this with no battery (Just AC cord) and with Battery only.
I read that the four beeps have to do with a "security Chip?"
Any suggestions on how to fix this?

4 beeps could be video issue as well: http://www.pchell.com/hardware/beepcodes.shtml
Use this link to scan the correct beep code for your system:

Also try reseat memory see if it helps.

I tried an external monitor on it but got nothing. I am not sure where the memory modules

...by the way, mine gave four cycles of four beeps, not just four beeps; this is listed as being related to the “System board (Security chip)”:
