How can I make Windows Server not reboot, but still automatically install updates that don't need a reboot?

In all the years I've worked with the various versions of Windows Server, I have never seen a good way to stop a reboot that is demanded by Windows. If you set your updates to manual, you at least control everything on your timetable. I recommend not using automatic updates on the server anyway. However, if you download a bunch of updates, and Windows says you must reboot and you don't, Windows may refuse to install more updates until you do reboot.
That's why doing it manually is best--for one, you want to be careful about the updates on a server. A screw-up can be disastrous and if you leave it to MS, a screw-up may be what you get. It's best to check each recommended update for any problems others have encountered unless you are confident about it. A little research on Microsoft's knowledgebase is worth the time. Then, install what you need (not every update is relevant to every machine, although most are necessary), and reboot when you are done.
